"(...) The unemployment figures paint a similar dichotomy - one that should worry European leaders. Lengthening dole queues in southern Europe may presage social discontent. Since unemployment can lead to a process of diskilling, there is a risk that the recession might have long-term consequences for the productive capacities of these economies. One solution would be to encourage the relocation of labour across Europe's single market. The shortage of skilled workers reported by a growing number of German companies provides an opportunity for many Portuguese ans Spanish unemployed. A proposal before the European Union to foster cross-border apprenticeship schemes is therefore welcome. More should also be done at the national level. Many of the struggling countries are afflicted by two-tier labour markets, where ultra-secure, tipically older workers live alongside vulnerable, temporary ones. These arrangements are unfair and inneficient, as they often oblige employers to retain less productive workers at the expense of more productive ones. These structures are crying out for reform.
